Refusal to Issue Certificate.

Section 17

SEC. 17. Refusal to Issue Certificate. — The Board shall not issue a certificate of registration to any person who suffers from any of the following disqualifications: Conviction by a court of competent jurisdiction of any criminal offense involving moral turpitude; Conviction in an administrative case of any offense involving immorality or notoriously undesirable conduct; and Has unsound mind. In case of refusal to issue a certificate, the Board shall issue to the applicant a written statement setting forth the reason for such action.
