Preamble
WHEREAS, the primordial aim of the state is to create self-reliant communities to accelerate the pace of economic development throughout the country; WHEREAS, the government has engaged in intensified government projects necessitating close supervision by a well-equipped and organized administrative machineries; WHEREAS, subject locality, if created into an independent barangay will redound and contribute greatly to the political, social and economic upliftment of the residents of the locality involved. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree, as part of the law of the land, the following:
