Preamble
WHEREAS, the basic objective of government is to accelerate the pace of socio-economic development throughout the country; WHEREAS, the government has engaged in intensified development projects geared towards the upliftment of the socio-economic well-being of our people; WHEREAS, in the execution of said governmental projects, close supervision by local officials is a necessity so as to at least approximate a certain degree of achievement which will contribute to a large extent towards the political, social and economic upliftment of the residents of the localities involved; WHEREAS, it has been the steady desire of the inhabitants of the area affected to create the proposed barangay so as to effectively attain the goals of the New Society throughout the land; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree, as part of the law of the land, the following:
