SEC. 10. Effectivity.—This Decree shall take effect on May 1st, 1978. Done in the City of Manila, Republic of the Philippines, this 1st day of May, in the year of Our Lord, Nineteen Hundred and Seventy-Eight. (Sgd.) FERDINAND E.
