SECTION 12.—Appropriations. There is hereby appropriated initially the sum of five million pesos (P5,000,000) from the funds of the National Treasury not otherwise appropriated, for the organizational and operational expenses of the Export Council for a period of one year. Thereafter, an annual lump-sum appropriation shall be provided, for the Export Council, the amount of which may be determined in relation to the annual export performance of the country and which may be included under any appropriate Fund provided in the General Appropriations Act.
