Preamble
WHEREAS, ever since the activation of the Philippine Marines as a unit of the Philippine Navy, naval officers while assigned with the Philippine Marines continue to use naval rank designation; WHEREAS, Philippine Navy enlisted personnel assigned with the Philippine Marines are given the enlisted rank designation of the Ground and Air Forces; WHEREAS, there is increasing interaction between the Philippine Marines and the Ground and Air Forces, in both their operation and administrative duties; WHEREAS, it is necessary to have a common rank designation so as to avoid possible confusion and embarrassment that may arise due to differences in rank designation; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, do hereby order and decree that:
