Preamble

WHEREAS, the Philippines is undergoing a transition from a presidential to a parliamentary form of government; WHEREAS, this situation requires some adaptive changes in the structure of government; and WHEREAS, for this purpose, it is necessary to convert appropriate agencies into ministries. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
