Section 5

SEC. 5. Section 8 of Republic Act Numbered Seven Hundred and Seventy-Six is hereby amended to read as follows: "SEC. 8. Temporary Personnel.—The Chairman, upon recommendation of the Board, may engage, for temporary service such duly qualified consultants, experts and agencies and/or other qualified persons as are necessary and shall fix their compensation."
