Preamble
WHEREAS, it is the declared policy to vigorously pursue a comprehensive national amateur sports development program, as enunciated under Presidential Decree No. 604 dated December 10, 1974; WHEREAS, it is found that the amateur sports development thrust is being weakened by the indiscriminate practice of recruiting promising amateur players into the professional ranks; WHEREAS, it is vital to the development and growth of amateur sports that there be a meaningful and effective measure to upgrade the standards of amateurism and improve the quality of amateur players consistent with our commitments to participate in regional and international competitions. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree as follows:
