SEC. 10. Section 61 of the same decree is hereby amended to read as follows: "SEC. 61. Loans. x x x (f) Funding of Loan.—When a loan is made to local water utility, the necessary amount of such loan shall be programmed to assure completion of the project for which such loan was granted."
