Preamble
WHEREAS, Filipino exporters of cigars have failed to reach the 200,000,000 volume of prewar days; WHEREAS, this failure has been attributed to the change in customers' taste in cigars from one made of purely local cigar leaf to one blended with imported tobacco varieties; WHEREAS, there is need to encourage the growth of cigar export considering that the industry provides employment opportunities to a large segment of our population and foreign exchange earnings to the country; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order the following:
