SEC. 15. Minister of Education and Culture is hereby directed to take such steps as are necessary for the immediate implementation of this Decree. For this purpose, he is hereby authorized to create a technical committee to advice the Board of Regents of the University toward the proper establishment, development, or expansion of the programs of the University.
