Preamble
WHEREAS, the Constitution of the Philippines guarantees state support to educational institutions to attain national development with the view to developing scientific, technological and vocational efficiency;WHEREAS, Section 5(g) of Presidential Decree No. 6-A, otherwise known as the "Educational Development Decree of 1972," cites that one project of the ten-year educational development program is to give assistance and incentives including loans and grants for the development and improvement of programs and facilities in both public and private universities, colleges and schools; WHEREAS, Presidential Decree No. 609 provides for the creation of a College of Forestry, College of Veterinary Medicine and College of Inland Fishery to be among the constituent colleges of the Tarlac College of Agriculture; and WHEREAS, it is necessary to the students of the Tarlac College of Agriculture to have a wide laboratory area for their field practice and for the establishment of projects which will promote forest conservation and development supportive of agriculture in the restoration of watersheds, prevention of floods and droughts and maintenance of ecological balance within the natural environment; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree that;
