SEC. 17. Passing average. In order that a candidate may be deemed to have passed the examinations successfully, he must have obtained a general weighted average of seventy-five per cent in all subjects, with no rating below fifty per cent in any subject. Subject to approval of the Commission, the Board shall have the power to prescribe, amend, or revise the subjects and their corresponding relative weights.
