Preamble
WHEREAS, the physical distance of Barangay Looy, as the seat of municipal government, to the center of population of the Municipality of South Upi, is a factor not conducive to the attainment of the desired development of the municipality; WHEREAS, Sitio Timanan in Barangay Romoangaob, being centrally located and more accessible from all points, is an ideal seat of municipal government; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the amendment of Section 1 of Presidential Decree No. 1011 dated September 22, 1976, as follows:
