Preamble

WHEREAS, for the effective implementation of laws, decreed, orders and instructions pertaining or the enforcement of which ministries, bureaus and offices of the Government are in charged, it is necessary that they be authorized to issue rules and regulations. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree as follows:
