Preamble

WHEREAS, in the exorcise of their official functions and duties of Members of the Batasang Pambansa have to send official mail matter; and WHEREAS, it is deemed necessary and proper to grant or extend to them franking privilege to enable then to carry out their functions and duties more effectively. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
