Preamble

WHEREAS, under Presidential Decree No. 1609 the importation free from customs duties of liquefied petroleum gas was authorized as an emergency measure; WHEREAS, the shortages in supply which were originally anticipated only in the case of liquefied petroleum gas supply appears to be graver and there are now similarly expected shortages in the supply of motor gasoline, naphtha, and natural gas liquids; WHEREAS, it is possible that shortages resulting from the disruptions in normal sources of supply might similarly affect other refined petroleum products, and it is necessary to provide a mechanism to allow the importation free from customs duties and other charges of other refined petroleum products, if and when shortages occur; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the following:
