Preamble
WHEREAS, it is the policy of the government to adjust the salaries of government officials and employees to enable them to cope with the rising costs of living; WHEREAS, in line with this policy, Executive Order No. 79-02 of the Metro Manila Governor has authorized the salary adjustment of city/municipal officials within Metro Manila , including those in the Metropolitan Manila Commission; WHEREAS, such increase in salaries, particularly the adjustment to CESO rates of the salaries of city/municipal officials occupying position which were equated to the Career Executive Service have, aside from rendering the present rates of Metropolitan Manila Commission officials and City Mayors in the four cities (4) of Metro Manila obsolete and unrealistic, also brought about the undesirable situation where the superior officials receive lower salaries than their subordinates; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
