Preamble
WHEREAS, Presidential Decree No. 1112 created the Toll Regulatory Board to closely supervise and regulate the collection of toll fees for the use of certain public improvements and the operation of toll facilities by the private sector viewed as an alternative source of financing to ensure the prosecution of infrastructure projects that complement the overall national development effort: WHEREAS, the Ministry of Transportation and Communications has been created under the provisions of Executive Order No. 546 dated 23 July 1979; WHEREAS, in keeping with the policy of government of enhancing efficiency and effectiveness in the implementation of governmental programs, the realignment of the assigned responsibilities of some Ministries is imperative. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
