Preamble
WHEREAS, the period fixed under Presidential Decree No. 1271, as amended by Presidential Decree No. 1311, within which manifestations of intention to validate titles to lands in the Baguio Townsite Reservation expired on December 22, 1978; WHEREAS, there are still thousands of landowners affected who were unable to file their manifestations to validate titles within the prescribed period and/or found it difficult to comply with the requirements imposed by said Decrees; WHEREAS, most of these affected are illiterate natives and small landowners; and WHEREAS, upon recommendation of the Director of Lands, it is necessary to grant the affected landowners an additional period of time within which to file their manifestations of intention to validate titles to lands within the Baguio Townsite Reservation; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the following:
