Preamble
WHEREAS, Presidential Decree No. 1196 was issued to accelerate the pace of development of a long neglected area at the foot of the Sierra Madre Mountains belonging to the territorial jurisdiction of the Province of Bulacan; WHEREAS, the new municipality is envisioned to be a model municipality through the assistance of the different agencies of the government; WHEREAS, the municipality in order to implement the plan entered into memorandum of agreements with the Ministry of Human Settlements, the Bureau of Lands, the Bureau of Forest Development and the Bureau of Mines; and WHEREAS, implementation of the programs for development is just gaining momentum and should not be disrupted; NOW, THEREFOR, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
