Preamble
WHEREAS, there are quite a number of cases for disqualification of candidates in the forthcoming local elections on January 30, 1980, that had reached the COMELEC and the courts of justice on the ground of violation of Article XII, Section 10, of the Constitution which provides as follows: "SEC. 10. No elective public officer may change his political party affiliation during his term of office, and no candidate for any elective public office may change his political party affiliation within six months immediately preceding or following an election." WHEREAS, some of these cases depend upon the resolution of the issue concerning the party affiliation of the candidates involved in the controversy; WHEREAS, it is presumed that all persons who participated in the campaign either as officers or as members of various political parties that fielded candidates in the 1978 elections for members of the Interim Batasang Pambansa were members of the parties for which they campaigned; and WHEREAS, in said campaign for the April 1978 elections, the following political parties fielded candidates: BAGONG ANYO NG BUHAY PARTY (BANYUHAY) BAGONG LIPUNAN KILUSAN NG NAGKAKAISANG NACIONALISTA-LIBERAL BISOL-SARO CITIZENS UNION FOR PROGRESS CONCERNED CITIZENS AGGRUPATION CONFEDERATION OF ILOCANO ASSO., INC. CONSUMERS PARTY EMANCIPATED SCIENTISTS PARTY (ESP) OR SCIENTIFIC PARTY LAKAS NG BAYAN (LABAN) LAPIANG BAGONG SILANG MINDANAO ALLIANCE (PUNDOK MINDANAO) PARTIDO DEMOCRATA (ANG BAG-ONG KUSOG) PARTIDO NG BAGONG FILIPINO (PBF) PARTIDO SAMBAYANANG PILIPINO PHILIPPINE LABOR PARTY PUSYON BISAYA (YOUNG TURKS) SOVEREIGN CITIZENS PARTY YOUNG PHILIPPINES PARTY YOUTH DEMOCRATIC MOVEMENT . LIBERAL PARTY NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
