Preamble

WHEREAS, there is an increasing importation of aluminum foil products even if they are locally available; WHEREAS, for the purpose of conserving foreign exchange and to encourage continued local production of some aluminum foil products, the reduction in tariff of said products shall be limited to those which will reduce the price of inputs in the food processing industry; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order as follows:
