Preamble

WHEREAS, there is a need to further amend certain provisions of the National Internal Revenue Code of 1977, as amended, to make them more responsive to current conditions, more specifically to the petroleum operations presently being conducted in the Philippines;. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution, do hereby order and decree the following:
