Preamble

WHEREAS, it is imperative in the public interest to impose for the offenses of rebellion, insurrection, sedition and subversion whether committed within or outside the territory of the Republic of the Philippines, the additional penalties of forfeiture of the rights of citizenship, and of real or personal property belonging to the accused. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers in me vested by the Constitution, do hereby decree and order the following:
