Preamble
WHEREAS, it is necessary in the interest of public order and safety to regulate the exercise of the power of local officials to grant permits to hold public rallies, mass demonstrations, assemblies and similar meetings in order to ensure that the dissident elements in society are not provided with potent avenues for furthering their subversive, or seditious, or unlawful activities; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree as part of the law of the land the following:
