Preamble
WHEREAS, under Presidential Decree No. 1843, the two existing Lupon Tagapagpaganap ng Pook or Executive Councils m Region IX and XII had been abolished upon the expiration of the terms of their present members on May 7, 1982 and the two Lupons are merged into one with set of office in Zamboanga City; WHEREAS, the merging of the two councils will not become operational until it shall have been approved by the people operational until it shall have been approved by the people of the said two regions in plebiscite to be held on May 18, 1928; WHEREAS, to prevent a hiatus in the administration of Regions IX and XII, there is a need to hold in abeyance the abolition of the two existing councils. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order:
