Preamble

WHEREAS, there is a need to clarify overly broad provisions of Presidential Decree No. 1845 as well as to specify the acts penalized therein, NOW, THEREFORE, I FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree the following revisions to Presidential Decree No. 1845:
