Section 1

SECTION 1. Two new sections, denominated as Sections fifteen and sixteen, are hereby added and inserted after Section fourteen of Presidential Decree No. 1771 which shall read as follows: "SEC. 15. All acts, decrees, orders, rules and regulations, or parts thereof, which are contrary to, or inconsistent with this Decree are hereby repealed, amended or modified accordingly. "SEC. 16. This Decree shall take effect immediately upon its promulgation."
