Preamble

WHEREAS, there is need to provide the national government with additional sources of dollar funds at competitive terms, in order to sustain its development projects; WHEREAS, there is need to generate foreign exchange receipts for purposes of improving the country’s Balance of Payments; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby Order and Decree:
