WHEREAS, there is a need to enhance the powers and functions
of the Fact-Finding Board investigating the killing of former Senator Benigno S.
Aquino, Jr., in order to ensure an independent and exhaustive investigation of
all the aspects of the Aquino killing;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the
Philippines, by virtue of the powers vested in me by the Constitution do hereby
decree:
