Preamble
WHEREAS, the effectivity of Batas Pambansa Blg. 25 entitled "An Act Regulating Rentals op Dwelling Units or of Land on which Another's Dwelling is Located and for other Purposes" will expire on April 10, 1984; WHEREAS, in its consideration of a more definitive state policy on this matter, the Batasang Pambansa was not able to provide measures which would govern the affected leaseholds upon the expiry of Batas Pambansa Big. 25; WHEREAS, it is imperative that an interim measure be provided to govern the affected leaseholds from the unbridled effects of market forces upon the expiry of Batas Pambansa Big. 25, pending the formulation of a more definitive state policy by the Batasang Pambansa; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the authority vested in me by the Constitution of the Republic of the Philippines, do hereby order and decree as follows:
