Preamble
WHEREAS, it has been observed that the indiscriminate mooring of barges, boats or ships by owners and/or operators of the same to abutments, piers and/or superstructures of bridges has caused considerable damage thereto which may result in the loss of life and/or property. WHEREAS, the detrimental effect of such pernicious practice, if not immediately checked, will unnecessarily drain the Government of vital and substantial amount of money as a consequence of the repairs and constructions of said structures. WHEREAS, in order to ensure the safety, longevity and effective usefulness of said abutments, piers and/or superstructures of bridges it is imperative that the mooring of barges, boats and ships to any part thereof be strictly prohibited. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virture of the powers vested in me by the Constitution, do hereby order and decree:
