Preamble

WHEREAS, illegal recruitment has remained unabated despite legislations providing for stiff penalties against this nefarious activity; WHEREAS, additional measures appear necessary in order to strengthen the campaign against illegal recruitment and to stop the activities of illegal recruiters; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree:
