Preamble

WHEREAS, the consumption of fuel by vehicle has reached critical levels thereby contributing to the drain in foreign exchange; WHEREAS, there is need to conserve energy and fuel and utilize these resources properly; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and ordain:
