Preamble
WHEREAS, there exists an urgent need to finance the operations of the domestic sugar industry through private sector sources in view of present financial constraints of government; WHEREAS, there is a continuing need to ensure the generation of optimum foreign exchange earnings from sugar exports; WHEREAS, the optimization of sugar export earnings is best achieved through a single export trading agency for the country, as experienced by most sugar exporting countries in the world; NOW, THEREFORE, T, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution do hereby and order the following:
