Section 17

SEC. 17. Deputy General Manager.—in the absence of the General Manager or in the event of his death, inability or refusal to act, the Deputy General Manager shall exercise the powers and perform the duties of the General Manager and shall perform such other duties as from time to time may be assigned to him by the General Manager or by the Board.
