SECTION 1. Rehabilitation and Reconstruction from General Revenue and/or Loans. For the purpose of implementing the program of rehabilitation and reconstruction, the following sums, or so much thereof as may be necessary, are hereby appropriated, out of the general funds in the National Treasury not otherwise appropriated and/or from proceeds of local and/or foreign loans, for the rehabilitation and reconstruction of the projects summarized hereunder and listed in Annex I: A.
