SEC. 6. This Decree shall take effect immediately, the
provisions of any law, decree, executive order, treaty or executive agreement to
the contrary notwithstanding.
Done in the City of Manila, this 3rd day of September, in the year of Our
Lord, nineteen hundred and seventy-three.
