SEC. 5. Chief Executive Officer. — The Chairman of the Commission shall be its Chief Executive Officer. The Chairman shall, on behalf of the Commission, have the direction and control of the business of the Commission. Among others, as Executive Officer, the Chairman shall have the following powers and To prepare an organizational plan of the office and plantilla of personnel subject to the approval of the Commission; To direct and manage the affairs and business of the Commission subject to its supervision and control; To appoint necessary personnel and fix their salaries, which shall be exempt from the provisions of laws, rules and regulations on wage and position classification, except clerical and janitorial services, with the approval of the Commission. In case of absence or temporary incapacity of the Chairman, the Chairman shall designate from among the Commissioners an acting Chairman.
