SEC. 25. Allocation of Commercial Timber Resources. — The commercial timber resources of the productive forest shall be allocated in such a manner as to encourage the maintenance and further development of an integrated wood industry. To this end, the major portion of the commercial timber resources shall be allocated under long-term license agreements. Timber allocated under such agreements shall be limited in area and/or volume of timber required to support, on a sustained-yield basis, the processing plant installed or to be installed. The estimated volume and value of timber available for commercial sale shall be determined through an appraisal system by the Bureau.
