SEC. 36. Mineral Resources Management Within the Public Forest. — Mining operations in forest areas shall be conducted with due regard to protection, development and utilization of other surface resources in the areas affected by such mining operations. No prospecting, exploration or exploitation of mineral resources shall be allowed within the public forests including forest reservations, national parks, reforestation projects, grazing areas, and those under special uses and such areas reserved by law or by the President of the Philippines for special purposes unless approved by the President upon recommendation of the Director of Mines and Director of Forestry. The utilization of timber and other forest products within mineral reservations and other mineral lands shall be allowed in accordance with existing forestry laws and regulations and such rules as may hereinafter be promulgated.
