Preamble
WHEREAS, under Executive Order No. 419, dated September 19, 1973, a Task Force on Human Settlements was created to conduct a study on the nature, policy issues and strategies related to a comprehensive and integrative human settlement program in this country; and WHEREAS, there is a need to appropriate the necessary amount to carry out the purposes and objectives of the Task Force on Human Settlements; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, do hereby order and decree:
