Preamble

WHEREAS, the Department of Tourism is now engaged in making the physical and other preparations for the various projects for the acceleration of tourism in July 1974, but the said Department has no funds in its current appropriation for the purpose; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, in order to ensure the successful production of the Miss Universe Beauty Pageant of 1974 in this country in July 1974, do hereby decree and order:
