Preamble
WHEREAS, pursuant to Republic Act No. 4700, as amended by Republic Act No. 5183, entitled "An Act Providing for the Acquisition and Operation of a National Security Printing Plant and for Other Purposes," the printing of bank notes, among other security printing jobs enumerated therein, shall be undertaken by the National Treasurer; WHEREAS, to date, the said national security printing plant, which should have become operational a few years ago pursuant to the said Act, has not been established; WHEREAS, considering its responsibility and authority over the currency issue of the country, in conjunction with its other functions and objectives, it is deemed appropriate that the Central Bank of the Philippines establish and operate the security printing plant for the printing of bank notes; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order the following:
