Preamble
WHEREAS, the availability at all times of supplies, materials and equipment is crucial to the efficient discharge of governmental functions; WHEREAS, the provisions of existing laws need to be revised and updated to make them more responsive to the growing supply requirements of local developmental projects; WHEREAS, it has become imperative to install administrative innovations that will make the procurement operations of local governments cheaper, faster, and more effective and which at the same time will induce the proper maintenance, use and conservation of supplies, materials and equipment at the local levels; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree, order and make as part of the law of the land the following amendments to Republic Act No. 2264 and other related laws:
