SEC. 7. Section 7, Article IV, Republic Act Numbered Thirty-six Hundred and One, is hereby amended to read as follows: "SEC. 7. Managing Head. — The management of the NIA shall be vested in the Irrigation Administrator who shall be appointed by the President of the Philippines."
