Preamble
WHEREAS, the different tobacco varieties are grown in practically all areas in the Philippines .without regard to the soil, climate, topography and other agricultural conditions obtaining in the area; WHEREAS, it is necessary that the type, or variety of tobacco to be grown shall be suited to the area in order to produce nigh-yield and good quality tobacco for export and for domestic sale or consumption; WHEREAS, in order to stabilize and maintain the prices of tobacco at reasonable level for the benefit of the planters, exporters and cigar and cigarette manufacturers, the production of tobacco should be consistent with the demand for domestic sale or consumption and for export; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:
