Preamble
WHEREAS, a National Referendum will be held on January 30, 1975, as provided under Presidential Proclamation No. 1366 dated December 31, 1974; WHEREAS, in said referendum it is the duty and obligation of all citizens fifteen years of age or over, literate or illiterate to register and cast their votes; and WHEREAS, those who have since become qualified after the last National Referendum on July 27-28, 1973, should be registered as barangay members to enable them to cast their votes in the National Referendum of January 30, 1975; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree the following as part of the law of the land:
